    GACO & GANT Webinar: Decentralisation: Compliance Consideration in Modern FinTech

    13:00 -14:30
    10/10/2024

    If you’ve ever wondered about what a decentralized autonomous organizations (DAO) really is, or if and how compliance requirements apply to DAOs, you’re not alone. DAOs have the ability to send and receive virtual currency transactions, to hold virtual currency, and to conduct exchange transactions. As the FATF and local regulators increasingly weigh in, it’s vital to understand the far-ranging implications of these technologies. Join us in a discussion with Amber D. Scott of Outlier Compliance Group and Nathan Catania of XReg Consulting as we discuss evolving considerations at the leading edge of financial technology and compliance.

    Amber D. Scott

    Amber D. Scott is the Co-Founder & Chairperson, and Strategic Advisor at Outlier Compliance Group. Amber is a compliance geek with a passion for technology. After graduating from the University of Waterloo, Amber joined the compliance team at one of Canada’s largest insurers where she focused on the implementation of technology-based processes to streamline compliance. She has since worked in in-house roles with major securities firms, and banks. She holds several professional designations, including MBA, CBP, CIPP, CAMS, FIS and is a current doctoral candidate.

    In 2013, Amber co-founded Outlier, a Canadian compliance consultancy specializing in anti-money laundering (AML), privacy, and regulatory compliance. The company is based on one of the premises of Malcolm Gladwell’s book Outliers: that to be really good at something you need a lot of practice (about 10,000 hours). Each of Outlier’s team members has 10,000 hours or more of in-house compliance experience

    Nathan Catania

    Nathan is a Partner at XReg Consulting, he is also Deputy Chairperson for GANT. An authority on global regulatory affairs for both the private and public sectors, he has advised some of the largest crypto exchanges in the world on matters of regulatory strategy and licensing. Nathan has extensive experience working with governments, regulators, law enforcement agencies, financial intelligence units, and cryptoasset firms on education, regulatory audits, crypto-asset investigations, and technical matters such as DeFi.

    He has moderated panels on global crypto regulation at top-tier industry conferences and spoken at the Global Conference on Criminal Finances and Cryptocurrencies (December ’21), a joint initiative of the Basel Institute on Governance, INTERPOL and Europol.

    A former regulator and technical specialist at the Gibraltar Financial Services Commission, Nathan played a critical role in the development of internal regulatory policies and procedures which considered technical and emerging aspects of the DLT industry. While working at PwC, he spearheaded a working group that assisted the regulator in Gibraltar with the development of financial resource requirements for DLT providers.

    Outlier Company Profile

    Outlier Solutions Inc. (Outlier) is a Canadian consulting firm, founded in August of 2013, which is focused on developing compliance solutions for reporting entities.

    Our clients include:

    • Financial entities (banks and credit unions);
    • Real estate firms;
    • Dealers in precious metals and stones (both wholesale and retail);
    • Money services businesses, including dealers in virtual currency;
    • Securities dealers; and
    • Non-regulated entities that choose to implement voluntary compliance regimes, Including brokerages.

    Our areas of expertise include Canadian anti-money laundering (AML), counter terrorist financing (CTF), privacy, and regulatory compliance.

    Why The Name Outlier?

    In the book “Outliers–The Story of Success”, Malcolm Gladwell states that it takes an awfully long time to truly master any skill (roughly 10,000 hours). Reading this book from a consultant’s perspective, our co-founder, Amber D. Scott, had an “aha moment”. To truly excel in a consultative role, one should have deep subject matter expertise (and that expertise should be continuously improving). We set out to build a team of experts to share in the work and profits. So far, we think that it’s going very well.

    What It Means for You

    All AML and CTF related products that we produce are reviewed by a minimum of two compliance experts who hold the Certified Anti-Money Laundering Specialist (CAMS)designation, and are members in good standing of the Association of Certified Anti-Money Laundering Specialists (ACAMS). Each of our core staff members has more than a decade of financial services industry experience, including in-house compliance experience. This means that you can rest assured that professionals that have risen to become subject matter experts, and take pride in their work, are completing your project.

    Creating a world-class centre of excellence for the safe and lawful use of cryptoassets

    We consult on regulatory strategy and compliance, advise on public policy, architect regulatory frameworks, draft laws, educate officials, conduct audits and investigations, and develop Anti-Money Laundering (AML) and technical standards.

    Our experience working with governments, regulators and some of the world’s largest crypto businesses allows us the unique opportunity to foster a productive dialogue between the public and private sectors.
